The foundations for the extensions have been laid around the front (north), east and south sides and we can now imagine the shape of this spectacular facility. Staff have shifted their focus from the exterior design to confirmation of the interior design including the millwork (wooden pieces that are custom-made), paint colours, floor treatments, and furnishings.  &lt;strong&gt;Residents will have a chance to share in the excitement when the detailed interior design is revealed on February 9th at 7:00 p.m. in the Council Chambers of the Civic Centre. (More information about this event will be posted shortly). &lt;/strong&gt;In attendance will be the architects and staff who will be able to describe the many service improvements resulting from the re-construction and expansion. Its hard to recognize the old Georgetown Library/Cultural Centre with just its bones showing!&lt;br /&gt;&lt;br /&gt;The geothermal drilling is almost completed, along with demolition around the old loading dock area and the Church St entrance.  Foundation walls will start on the east side (where the adult lounge area is to be located), with the crew working towards Market Street.  All utility services will also be brought in from the Market Street side into the existing structure.  In November, we will start to see foundations and steel where the Community Meeting Room used to be (which below will now have the washrooms for the Theatre). After the steel is erected in January/February, we can look forward to seeing the installation of the roof decking. This will be followed by the steel studs in preparation for the walls going up. &lt;br /&gt;&lt;br /&gt;Audrey Holt, our Marketing/Communications Coordinator has been busy organizing atrwork which will be mounted on the hoarding on the Church St. side of the property.  Eleven groups and twelve individuals will be submitting a painting on a panel of wood that in some way represents what the Library/Cultural Centre means to them.  Before mounting, each panel will be covered with marine-quality varnish to protect it from the elements.  Audrey will be receiving these panels up to the November 10th deadline.  She has arranged to photograph each piece so it can be showcased on our website and if necessary,serve as a reasonable facsimile in case any piece gets damaged beyond repair. The idea is to have a ‘grand reveal’ of the beautified hoarding at the end of November, to which Members of Council, neighbours, staff and the press will be invited. Most of the activity over the last few weeks has involved preparing the property for the next steps in re-construction, which include the following:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Geothermal Bore Hole Drilling&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The drilling of the bore holes for the geothermal heating/cooling system will begin very shortly.  With a total of 28 holes, drilled to a depth of 550 feet, we expect this work to continue until the end of September. Residents will be happy to note that the drilling itself does not generate a lot of vibration. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Foundation Work &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;While geothermal drilling is taking place, work will begin on the foundations on the east-side of the building (the side facing Main Street), creating the corridor connecting the Theatre to the Atrium. The packing equipment used in this process may cause some ground vibrations. Neighbours near to this area will receive more specific notice before this activity begins.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reinforcing the Foundations&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The foundations will require some reinforcement through either a shoring or underpinning process. The packing equipment used in this process, may cause ground vibrations. Over the next few months, you will note some significant activity on the site, including:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Placement of the Hoarding&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The hoarding and safety fencing have been placed around the site to secure the construction area.  Attractive artwork, created by local artists and neighbourhood children, will be posted on the plywood hoarding along Church Street in the next few months. More information on how children can participate will be sent out shortly.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Decommissioning of the House   &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The house at 50 Market Street will be removed and the site will be cleared and made ready for construction. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Geothermal Bore Hole Drilling&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;As part of our plans to make the Georgetown Branch and Cultural Centre energy efficient, we will be installing a geothermal heating and cooling system. The first step involves drilling bore holes. These holes are drilled to a depth of 550 feet and are expected to take several months to complete. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Corridor Link between Theatre and Atrium &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;This vital link between the John Elliott Theatre and the new Atrium area will be constructed on the east-side of the building (the side facing Main Street).  The packing equipment used in this process, may cause some ground vibrations. Neighbours near to this area will receive more specific notice before this activity begins.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Underpinning Placement&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Some structural work will begin on the east side (the side facing Main Street) as the underpinnings of the foundation are reinforced.  The packing equipment used in this process, may cause ground vibrations.  Again, those neighbours living closest to this part of the building will receive specific notice before this activity begins.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Changes to the Existing Structure&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The entrance ramp located in front of the building on Church Street will be removed.  In addition, there will be some demolition work done within the building. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Area for Materials Delivery&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Due to very limited space on the site, the Town will be allocating 12 parking spaces directly across from the Library/Cultural Centre in the Church St. parking lot.  These spaces will be used to lay down materials temporarily when they are delivered, and to provide short-term parking for contractors. With fresh paint and carpeting and some new colourful furniture (which will be accompanying us to the renovated/expanded facility when it re-opens in the Fall of 2012), patrons are once again able to enjoy our collections and programs. Thankfully, we have been able to accommodate all of the Internet stations, and other equipment such as the microfilm reader/printer and photocopier.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The temporary site also offers something new: two self-checkout stations.&lt;/strong&gt;  They are very easy to use and our staff would welcome the opportunity to demonstrate this convenient option. The Library will be closed from March 22nd until the week of April 12th in order to re-locate collections and furniture to the temporary site at 224 Maple Avenue. &lt;/strong&gt; During the closure, you can enjoy a longer loan period; no fines will accrue until the Library re-opens.  Any items on hold can be picked up at the new Acton Branch located at 17 River Street.  You also have the option of suspending your hold requests until the Library re-opens at the temporary site; please visit our website at www.hhpl.on.ca for further information.&lt;br /&gt;&lt;br /&gt;Due to the prohibitive weight of the shelving units, the public services part of the Georgetown Branch Library will occupy the lower floor of the temporary site.  This floor has been refreshed with new paint and carpeting and made more accessible with a chair lift and a ramp to the children’s collection located on the stage area. The majority of the collection will be available for borrowing.  In addition, we are able to accommodate all of the Internet stations and other equipment such as the microfilm reader/printer and photocopier. The same range of children’s programs will be offered although our capacity to present adult programs to large groups will be limited. An exciting feature of the temporary site will be the user-friendly self-check out stations. Yes, the advent of e-books and e-readers is having an impact on how people access material.  E-readers seemed to be a very popular gift this season.  However, accessing reading material through digital devices does not necessarily spell the death knell for the paper book.  In talking to people of all ages, from 'digital natives' to 'digital immigrants', the traditional printed book is still preferred by many, even those who own a digital device.  The great thing about your public library is that it freely offers an array of formats from print and large print to e-books, DVDs, and audiobooks and people can choose for themselves which format suits them best.&lt;br /&gt;&lt;br /&gt;We are planning for approximately 21,000 square feet of extra space for Georgetown Branch.  Over time, it's possible that the space we are allocating for book stacks today may be re-purposed. Perhaps more space will be needed to accommodate people using mobile devices and computer stations. Maybe extra space will be required to support collaborative work, and to host programs and other kinds of community gatherings. Our design team has been careful to create spaces that can be re-configured as needs change.&lt;br /&gt;&lt;br /&gt;In addition to flexibility, the new Georgetown Branch will be a model of accessibility and sustainability.  The Library will be welcoming to people of all ages and abilities; we will ensure that there are no barriers to enjoyment. We have made optimum use of the space, and have wherever possible, allowed for some flexibility so that areas can change as needed. We also have a very good sense of our décor direction—using warm earthy tones, the Georgetown Library will be inviting, comfortable, functional, and we hope, have an impressive ‘wow’ factor that will make visiting a memorable experience for patrons of all ages. &lt;br /&gt;&lt;br /&gt;In addition to the Georgetown Branch planning, we have also confirmed the floor plan and the upgrades needed for the temporary site at 224 Maple Avenue. Some changes are designed to improve accessibility, e.g, the installation of a chair lift. However, most of the upgrades are cosmetic in nature and primarily involve painting, carpeting and signage. We are trying to limit the number of structural changes to keep costs low, and with any luck, we can re-allocate unused funds to the much larger and permanent project of renewing the Georgetown Branch.  &lt;br /&gt;&lt;br /&gt;As best as we can guess, please find below the significant dates related to the Georgetown Branch Project. It will of course be a very different facility and some patrons may find the changes a little disconcerting. However, we hope that patrons will be very excited to see one change in particular-- the installation of self-checkout machines.  Like the machines seen in stores, our new self-check system will allow patrons to check out material quickly and easily. Staff will be there to help but the self-check system is designed to be very user-friendly and suitable for all ages and abilities. For those who prefer the in-person option, there will continue to be staff at the Circulation desk to serve you during all of our open hours.  &lt;br /&gt;&lt;br /&gt;The self-checkout system will be moving back with us to the expanded Georgetown Branch, with machines located throughout the building for greater convenience. It is expected that we will move in by early 2011 and that we will be occupying the site until construction is completed (fall 2012).  Due to weight bearing load issues (shelving units are remarkably heavy), the public services part of branch operations will be on the bottom floor. The architects for the project (John Knox and Stephen Blood of Chamberlain Architect Services Ltd.) have made some further refinements to the design, specifically to the windows facing Market St. and the entrance on Church St., following a number of constructive comments received at a community open house in October.  The windows on Market St. are now in the shape of a broad and gentle arch to harmonize with the arched windows of the church, but have additional features that give the windows a more modern ‘’look and feel’.  The windows will be large, allowing lots of natural light to enter both the upper and lower floors. The windows of the Church St. entrance have been enlarged so that people can have a greater view of the inside, and we hope, be enticed by what they see. There will also be a vestibule at the entrance, where people can wait comfortably and be sheltered in bad weather.  It’s important to note that the entrance will be at street level, maximizing both visibility and accessibility to the building. The goal is to make the renewed Georgetown Branch Library universally accessible, so much thought will be given to making it easy for people with wheelchairs or walking aids to use the library’s services.  Response to the latest design has been very positive to date.&lt;br /&gt;&lt;br /&gt;Additional work will be done on the interior over the next few months so that we are ready for the tendering process which will begin in the fall.  Construction is expected to start in the spring of 2011, with completion of the project scheduled for the fall of 2012. The expectation is that the Georgetown Library will be moving to the Holy Cross Church no later than March 31, 2011.  Before the Georgetown Library moves in, a number of improvements will be made including the addition of a wheelchair lift, new paint, carpeting, and lighting.&lt;br /&gt;&lt;br /&gt;A report will be going forward to Council on March 22nd regarding a possible geothermal system for the Georgetown Library/Cultural Centre.  The testing of the site has proved positive.  In other words, the geology below ground appears to be able to conduct sufficient heat to support a geothermal system for the Georgetown Library/Cultural Centre. For the first two weeks of November, we will be displaying the interior design boards in the glass display case located in the main lobby of the Georgetown Branch/Cultural Centre. The boards will showcase the preferred colour scheme, furnishing styles and fabrics, floor and wall treatments, and the layouts for the various spaces. Comment forms will be available for people to complete and submit to staff at the Circulation desk.  We hope that you will stop by for a look and take the time to submit constructive comments.&lt;br /&gt;&lt;br /&gt;By year end, we expect to confirm two critical elements of the project: the exterior design, and the heating/cooling system. With regard to the latter, a test bore hole will be done the second week in November on the 50 Market St. property, with a report to follow indicating whether the geology underground is suitable for a geothermal system.  If the test proves favourable, the bore hole will become one of several holes for the required bore hole field needed to heat and cool the building. The only property that had emerged as a reasonable possibility was the Holy Cross Church.&lt;br /&gt;&lt;br /&gt;The Library Board and staff felt that the Holy Cross Church had a number of attributes that made it well-suited for temporary occupation:&lt;br /&gt;&lt;br /&gt;-A central and visible location on an arterial road, within 5 minutes driving and 10 minutes walking of the current Georgetown Branch&lt;br /&gt;-Adequate parking and three entrances (front, side and rear)&lt;br /&gt;-Several open space areas—including the upstairs and downstairs, both of which are unimpeded by columns, poles, etc., which facilitates layout of shelving.&lt;br /&gt;-Public washrooms that serve both floors, including a washroom on the lower level for persons with a disability&lt;br /&gt;-A small, key-operated lift from the side entrance that could serve to move equipment and materials (a wheelchair lift is planned for the stairway)&lt;br /&gt;-Natural light on the top floor with an attractive cathedral ceiling, and natural light in some parts of the downstairs area due to the placement of windows near ground level&lt;br /&gt;-A number of nearby office and storage spaces, small and large&lt;br /&gt;&lt;br /&gt;Until recently, the Church’s schedule with regard to re-locating to Georgetown South seemed to be in line with the Library’s desire to vacate the current building by the summer of 2010. A few days ago, written confirmation was received that the Church will not be ready for re-location until December, 2010. This seems to be the ‘best case’ scenario. Given other unforeseen delays in their construction schedule, it seems more likely that the Library will not be able to move to the Church until sometime in early 2011. The result of this delay in occupying the Holy Cross Church will be that the Georgetown Branch may not re-open until the early fall of 2012.&lt;br /&gt;&lt;br /&gt;Due to its suitability, the Library Board does not wish to pursue any other temporary site, other than Holy Cross Church. Preliminary investigations have revealed that there remains a lack of finished office space in Georgetown in the size required to accommodate the Library. Moreover, the cost of office space would be much higher than currently budgeted; the cost for portable buildings would also be very high.&lt;br /&gt;&lt;br /&gt;We recognize that this will mean waiting longer for a much improved library and that there will be some disappointed library users. Nonetheless, the Board and senior Library staff understand that there are advantages associated with this delay. With the recent funding of the Acton Branch Library replacement through the Infrastructure Stimulus Program, Library staff would be overseeing two major capital projects concurrently. With the delay of the Georgetown Branch, the workload and the operating and capital costs will be spread out in a way that is more manageable for both the Library and the Town. Other advantages include being able to 'test' and 'fine-tune' new approaches with the Acton Branch Project such as self-checkout. Moreover, in doing the projects in a more sequential manner, staff will be able to focus on one project at a time, thus reducing the chance of errors.&lt;br /&gt;&lt;br /&gt;In the next few days, I will be working on a clear and comprehensive communication strategy to advise the public of this delay. The emphasis will be on the positive aspects associated with a later opening. The Library Board will also be hosting an open house where the plans as they have evolved can be unveiled. Late last year, “Requests for Proposals” were issued for a Project Manager, Interior Designer and Capital Campaign Consultant for the Georgetown Branch Project. Interview teams were established, and firms short-listed, interviewed and evaluated. Interview teams recommended firms to the Georgetown Branch Planning Committee based on the established evaluation criteria. The Planning Committee endorsed the recommendations, and in February, the Library Board approved the recommended consultants for interior design services, project management services and the production of a capital campaign feasibility study.&lt;br /&gt;&lt;br /&gt;The successful interior design firm is ZAS Interiors Inc. This firm has wide ranging experience and has demonstrated creative, innovative thinking in their designs. ZAS has won many design awards, and the lead designer, Ms. Elizabeth Marmiche has completed many well received public library projects. ZAS is currently designing Milton Public Library’s new Beaty Branch.&lt;br /&gt;&lt;br /&gt;The successful project management firm is The MMM Group. MMM is a multi-national, multi-service firm and with support staff to assist if necessary, including Civil Engineers and LEED accredited professionals. The Designated Project Manager, Mr. Mahendra Shah, has a Master’s Degree in Architecture (1979) and a Project Management Professional Certification (1993). As an architect for over 35 years, Mr. Shah has a strong understanding of the design and construction process. He has also worked on a number of public library projects for Hamilton, including one very similar project which involved the purchase of the house next door and re-location to a temporary site. Everything that we have done and will continue to do in a larger, better appointed branch will be directed by the needs of our customers. That said, it is precisely during downturns in our economy when strong public libraries are needed the most. It is the public library that people go to when they can no longer afford to subscribe to their favourite magazines or newspapers, or to their Internet service. It is from the public library that people borrow rather than buy the latest bestseller, music CD or DVD. It is the public library that parents bring their children for free literacy-building programs. And it is the public library that people use to do a job search when they find themselves out of work or underemployed. Past downturns in the economy have proven that public libraries are used very heavily and we certainly expect this to be true for the Halton Hills Public Library. In fact, well before this current economic crisis, our usage has grown dramatically. Since 2001, circulation is up 50%, reference service is up 46%, children’s program attendance is up 86% and in-house Internet usage is up 50%. Like any business, we do have ebbs and flows in our activity. However, come any time between 10:00 a.m.-12 noon and 4:00-6:00 p.m., and you will see that we are well occupied serving children and young adults, and in the process, building literacy skills that will help them succeed in an increasingly competitive information age. We also know that with a new Georgetown Branch Library, with more reading, study and Internet station space, that people will be more inclined to stay and enjoy this space.&lt;br /&gt;&lt;br /&gt;The request for a new Georgetown Branch Library has been a long standing one. It first appeared in the Town’s capital forecast in the early1990’s, and after a number of in-depth studies and reports, was approved in principle by Town Council in the fall of 2007. The Facility/Site Study done in 2005 recommended 33,000 ft2 of library space in Georgetown based on a projected Georgetown service area population of 46,325 by 2021. This study also pointed to the well documented deficiencies of the current Georgetown Branch Library, including very limited space for collection growth, inadequate space for users who wish to research or read in the library, lack of sufficient sound-proof space for children’s programming, extreme restrictions on storage and office space for staff, and dated, unappealing aesthetics. The cost for the Georgetown Branch Project will be $10.6M (with .6M already committed to architectural and other consultant fees). The only change in the cost from the original report presented to Council in September 2007 was an additional 5% due to the one year delay. Construction is expected to begin in the spring of 2010, with the new branch opening in the fall of 2011.&lt;br /&gt;&lt;br /&gt;There were three other successes last night. First, after some considerable debate, Council approved the pursuit of LEED certification at the Silver level, which means that we will have a very 'green' building. Our utility costs will be considerably reduced, and our workplace will be healthier (less off-gassing from materials such as carpeting and paint). Based on some information recently received, Council directed staff to do a further study of a geothermal system for the facility, providing details on benefits, costs and possible funding sources.&lt;br /&gt;&lt;br /&gt;The second success was Council's approval of a feasibility study for a capital campaign for the Library and Cultural Centre. The purpose of this study is to examine the community's capacity to give. The consultant's primary task will be to identify and meet with potential donors (both corporate and individuals). The consultant will also try to get a sense of the reputation of the Library and Cultural Centre in the community. Information about donors and general interest in donating to the Library and Cultural Centre projects will help the consultant establish a realistic target, as well as an action plan and costing for the fundraising process.&lt;br /&gt;&lt;br /&gt;Finally, Council approved Holy Cross Church as a temporary site for the Georgetown Branch during the construction phase, which is estimated to be 15-18 months. Due to weight bearing load issues, the Library will be located on the lower floor of the Church. Use of the upper floor has yet to be confirmed.&lt;br /&gt;&lt;br /&gt;We have our two Councillors on the Library Board to thank for their tremendous support: Councillor Moya Johnson and Councillor Bob Inglis. The Treasurer also proposes a feasible funding strategy. The second report provides background about "Holy Cross Church" on Maple St. in Georgetown, which has emerged as the recommended temporary site for the Georgetown Branch during the estimated 15-18 month construction period. The third report on alternate funding outlines the steps involved in a major capital campaign, and possible grant opportunities. Finally, the LEED assessment report done by Enermodal Engineering, provides information about the kinds of sustainable features incorporated into the existing design, and additional features that could be added to achieve either a LEED basic or silver level of certification. The report also outlines the costs associated with the certification process. The recommendation of the report was approved, as follows:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;That staff report further with revised costs and timeframes in conjunction with the initial 2009 operating and capital budget meeting scheduled for August 11, 2008.&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;The Library’s senior management team will be working very hard over the next few months to research and write a number of reports in preparation for this August 11th Budget Committee meeting. First, we will be confirming our staffing complement for the new Georgetown Branch, and reviewing with the Treasurer. This information will then be incorporated into a report on Operating Costs. Added to this Operating Costs report, will be information on the anticipated utility and maintenance costs, with assistance from the Town's Facility Manager. And finally, this report will include a more precise costing on the temporary site. It appears as if the Holy Cross Church and Rectory will be our focus for this temporary site, which we expect to occupy from January 2010 to March 2011. Our architect, John Knox, is in the process of doing a review of the Holy Cross property to assess its suitability for public library service. His assessment report is due the end of June. In July, senior staff will be involved in negotiating the leasing arrangements with the Church, assuming that the site is suitable, and that any upgrades required can be reasonably accommodated.&lt;br /&gt;&lt;br /&gt;Also available for the August 11th meeting, will be a detailed report on LEED from our architect, John Knox. LEED stands for “Leadership in Energy and Environmental Design”. According to Wikipedia, The Leadership in Energy and Environmental Design Green Building Rating System, developed by the &lt;a title="U.S. Green Building Council" href="http://en.wikipedia.org/wiki/U.S._Green_Building_Council"&gt;U.S. Green Building Council&lt;/a&gt; provides a suite of standards for environmentally sustainable construction. LEED was created to accomplish the following:&lt;br /&gt;&lt;p&gt;-Define "&lt;a title="Green building" href="http://en.wikipedia.org/wiki/Green_building"&gt;green building&lt;/a&gt;" by establishing a common standard of measurement&lt;br /&gt;-Promote integrated, whole-building design practices&lt;br /&gt;-Recognize environmental leadership in the building industry&lt;br /&gt;-Stimulate green competition&lt;br /&gt;-Raise consumer awareness of green building benefits&lt;br /&gt;-Transform the building market&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Green Building Council members, representing every sector of the building industry, developed and continue to refine LEED. The rating system addresses six major areas:&lt;br /&gt;-&lt;a title="Sustainability" href="http://en.wikipedia.org/wiki/Sustainability"&gt;Sustainable&lt;/a&gt; sites&lt;br /&gt;-&lt;a title="Water efficiency" href="http://en.wikipedia.org/wiki/Water_efficiency"&gt;Water efficiency&lt;/a&gt;&lt;br /&gt;-Energy and atmosphere&lt;br /&gt;-Materials and resources&lt;br /&gt;-Indoor environmental quality&lt;br /&gt;-Innovation and design process&lt;br /&gt;&lt;br /&gt;Mr. Knox's report will outline the sustainable features to be automatically incorporated into the design and construction of this project and will list some recommended features that could be added, along with the benefits, and the estimated cost. Also provided will be a detailed description and approximate costing of the administrative process involved with LEED accreditation. This report is expected to demonstrate that an upfront investment in environmentally sustainable design does have a long-term pay-off both financially and in terms of a reduced carbon foot-print.&lt;br /&gt;&lt;br /&gt;Beyond these reports on operating costs, and LEED, there will be a third report on other funding options available through large scale fundraising and government grants.&lt;/p&gt;&lt;p&gt;In their meeting on June 10th, Council recommended that the Library Board pursue fundraising to offset the capital costs. Terry Alyman (the Director of Recreation and Parks) and I will be preparing a report on what would be required for a major capital campaign. The usual first step is a feasibility report to determine the community’s capacity to give. The results of this report will enable the Town to set a reasonable fundraising target. We greatly appreciate all that Town staff and Council are doing to develop a funding strategy that may move the timing of this important project forward. We understand that the Town will need to review the financial implications of the Fire Station tenders. We also realize that other factors need to be carefully considered before a decision can be made about the resumption of the Georgetown Branch Project. The Library Board and staff were absolutely delighted and completely overwhelmed by the amount raised by this hardworking corps of volunteers. Early in their planning process, the Homecoming Committee advised the Library Board that any proceeds from the Georgetown Homecoming event would be used to support the Georgetown Branch Renovation/Expansion. We know that there are many causes in this community worthy of support, and the Board and staff were extremely grateful that the Homecoming Committee chose the Georgetown Branch for their project. The staff were hoping to receive some money to add a few enhancements to the local history area planned for the expanded branch. Now with $79,000+, we can dream big! The Georgetown Branch Planning Committee will be meeting with members of the Homecoming Committee to explore ways in which this money could be put to good use. In addition, the Library received approval for $25,000 to add comfortable chairs, tables and task lamps to the Gallery.  This will expand the quiet reading space options in the Georgetown Branch, which are currently quite limited. This extensive report confirmed the feasibility of the project and included the conceptual designs and the estimated costs associated with the project. &lt;br /&gt;&lt;br /&gt;Despite approval of the project in principle, the Board and staff are deeply disappointed by Council’s decision to put the project “on hold” until funding can be confirmed.  The Library Board certainly appreciates that time is needed to receive and consider the construction costs of the Fire Stations, and to determine the availability of water for future residential development.  Nonetheless, the Library Board and staff are very concerned that the Georgetown Branch cannot continue to serve this community effectively without the much needed space. Given widely used guidelines for public libraries and the current population of the Georgetown Branch service area, the building should be more than twice the size.&lt;br /&gt;&lt;br /&gt;The Board, staff and users of the Georgetown Branch were looking forward to the many improvements reflected in the conceptual plans-- increased space for all collections, an accessible and easy-to-navigate arrangement, a larger and better appointed programming area for children, more seating and study choices, better containment of sound, and more generous space for the entrance and lobby areas. &lt;br /&gt; &lt;br /&gt;As per Council’s resolution, there is no time frame attached to this delay.  The Library Board will be seeking clarification around timing so that they can begin planning around either a short or long term deferral.  The Library Board also intends to review the implications for the project should the delay exceed one year, including a potential escalation of costs. &lt;br /&gt;&lt;br /&gt;On a positive note, Council will be considering funds for immediate improvements to the Georgetown Branch, recognizing that the delay may in fact be significant.  The amount and timing for the receipt of these funds has yet to be determined.&lt;br /&gt;&lt;br /&gt;The Library Board will use the extra time to continue to work with stakeholders to resolve design challenges, upgrade existing furniture and equipment destined for the new Branch, and explore options for a temporary location during the construction phase.&lt;br /&gt;&lt;br /&gt;Residents are encouraged share their questions/concerns with Jay Jackson, Chair of the Halton Hills Public Library Board. The 29+ page report outlines the many improvements expected with the renovation/expansion, the estimated costs, and other associated issues including the need for a temporary location during the construction phase. Also attached to the report are the latest conceptual drawings which will soon be posted on the web site. The Board Chair (Jay Jackson), the Chair of the Georgetown Branch Planning Committee (Sheila Taylor) and I will be there to respond to questions.&lt;br /&gt;&lt;br /&gt;Just to remind you, these are the kinds of improvements that will result from this project:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Space that meets public library guidelines for the population served&lt;/li&gt;&lt;li&gt;A 'look’ that complements and integrates well with the historic features of the Church and reflects the features of the surrounding residential neighbourhood &lt;/li&gt;&lt;li&gt;A floor plan that is easy to navigate (less fragmented) and accessible to all users&lt;/li&gt;&lt;li&gt;A larger entrance and lobby area, where congestion typically occurs&lt;/li&gt;&lt;li&gt;A more visible and enticing entrance from the street and beyond, along with large marquis signage to announce upcoming events/activities&lt;/li&gt;&lt;li&gt;Much more space for all collections; lots of display opportunities to encourage discovery&lt;/li&gt;&lt;li&gt;Use of environmentally-friendly technology at every opportunity&lt;/li&gt;&lt;li&gt;Improved noise containment within the Library and between the Library and Cultural Centre&lt;/li&gt;&lt;li&gt;Increased natural light and the circulation of fresh air; more seating by windows&lt;/li&gt;&lt;li&gt;More seating and study area choices, including conversation and small group meeting spaces&lt;/li&gt;&lt;li&gt;Self check to make it convenient for busy people to use the Library&lt;/li&gt;&lt;li&gt;Better positioning of elevators&lt;/li&gt;&lt;li&gt;Easy access to popular areas such as Children's and Youth Services&lt;/li&gt;&lt;li&gt;Greater separation between Adult and Children's/Youth Services&lt;/li&gt;&lt;li&gt;A larger, sound proof children’s programming area &lt;/li&gt;&lt;li&gt;More space for Internet stations&lt;/li&gt;&lt;li&gt;A good sized, better appointed area for teens&lt;/li&gt;&lt;li&gt;Space to highlight and access resources reflecting our cultural history&lt;/li&gt;&lt;li&gt;Improved space for storing/displaying special materials (e.g. art collections and local history resources)&lt;/li&gt;&lt;li&gt;A welcoming feel; a sense of belonging for everyone &lt;/li&gt;&lt;li&gt;More space for people to linger, relax, converse, enjoy refreshments&lt;/li&gt;&lt;li&gt;A more visible Gallery with greater cross-over use by the Library&lt;/li&gt;&lt;li&gt;More public washrooms, including family washrooms&lt;/li&gt;&lt;li&gt;Sufficient space for staff; more efficient arrangement of staff offices&lt;/li&gt;&lt;li&gt;Better designed loading dock area&lt;/li&gt;&lt;li&gt;A Library that is "the hub and showcase of the community"&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;As expressed by the Board, staff and many patrons, this is a much needed, long awaited upgrade to the Georgetown Branch Library and &lt;strong&gt;we strongly encourage you to demonstrate your support by coming to this meeting on September 10th&lt;/strong&gt;.&lt;/p&gt;&lt;p&gt;Any questions? We also appreciated the inclusion of a front elevation concept, and the preliminary site plan (although the shades of gray were hard to distinguish in the site plan). It was terrific to have the article appear on page 3, and to read additional positive comments on the editorial page.&lt;br /&gt;&lt;br /&gt;However, there were a couple of errors that I wanted to take this opportunity to correct. The first error is to be found in the main article on page 3, which states: "the expansion will force the closure of the Cultural Centre, including the theatre and gallery, for at least a year, said Knox, as the budget will not realistically allow it to be open at the same time as the construction". In fact, it is not the budget which is necessitating the closure--it is the magnitude of the renovation and expansion work, and the need to protect the health and safety of patrons, and to safeguard collections, furnishings and equipment during the construction phase. Moreover, having the Library and Cultural Centre operate off-site will allow construction to proceed more efficiently.&lt;br /&gt;&lt;br /&gt;The second error can be found on at the end of the page 3 article, which states, "Halton Hills council has scheduled a special meeting on Monday, Sept. 10 to approve the final design and cost estimates". The designs presented to Council will be the conceptual series, and not the final designs.&lt;br /&gt;&lt;br /&gt;Finally, in the "Fast Facts" section, there is a reference to "the potential for an additional level of about 3,500 sq. ft.". No drawings showing a possible third level were shown at the public forum. The latest information from the architect suggests that we can accommodate a third level of approximately 2,100 sq. ft.&lt;br /&gt;&lt;br /&gt;As per usual, we welcome any comments and feedback on this project. Over 60 people were in attendance, and many were very supportive of the design direction. People seemed particularly pleased with how well the expansion integrates with the historical architecture of the Church. We did receive several questions around the entrance, the concept for the south-facing elevation, and whether this will be a ‘green building’. There were also concerns expressed about parking. With regard to the entrance, the architect explained how it would be a generous space at street level, and that a large elevator is available upon entering. As to the second question about south elevations, the architect has since produced some drawings which will be available on the website shortly. In answer to the question around building green, the architect indicated that the principles outlined in the “Leadership in Energy and Environmental Design (LEED) Green Building Rating System” will be incorporated wherever possible. The theme was "Retain, Recruit, Restructure: Regenerating the Library Community".  One of the sessions focused on the regeneration of a very drab, shabby, outdated public library.  The session was called “Mildly Delirious Libraries: Recreating Your Library From Top to Bottom”, and was presented by the West Palm Beach Library staff and their interior designer, Peter Robinson. It was about the radical transformation of the West Palm Beach Library and how staff used the G.A.S.P. approach to revitalize it.  G.A.S.P. stands for “Graphics”, “Ambiance”, “Style” and “Presentation”.  Concentrating on these four attributes, the West Palm Beach P.L. staff were able to create a look that was cohesive, incredibly creative, and relatively inexpensive. The outcomes from this makeover were truly astounding.  In an 8 year time frame (the period during which all these changes were taking place), circulation went up almost 300%, visits rose by 228%, the number of cardholders jumped 500% and because of all this increased usage and appreciation, their budget went up 250%! Who is responsible for this project?&lt;br /&gt;&lt;br /&gt;The Halton Hills Public Library Board is ultimately responsible for the Georgetown Branch Renovation/Expansion project.  However, the Board has delegated responsibility for overseeing the details of this project to the Georgetown Branch Planning Committee.  The Committee is comprised of members of the Library Board, senior Library and Town staff, and the architects of Chamberlain Architect Services Ltd.   The public will also be consulted at key points in the design process. Together those responsible for the project will ensure that the new Georgetown Branch is functional, accessible, attractive, and that it complements the historic features of the church.&lt;br /&gt;&lt;br /&gt;2.   What will the project cost?&lt;br /&gt;&lt;br /&gt;I have received a number of queries about the cost of this project.  Accurate cost estimates will not be available until the design is finalized. These costs will be presented to the Library Board and Council before construction commences. What features will you be looking to add/change?&lt;br /&gt;&lt;br /&gt;The architects are in the process of developing some conceptual designs, which they will present to the public on Wednesday, June 13th, 2007, Gellert Centre (Kinsmen Hall) 7:00 p.m.   Below are some of the ideas offered by staff:&lt;br /&gt;· increase the amount of space in the lobby and entrance area and make it more visible&lt;br /&gt;·create a layout that is more accessible for wheelchair users, and people with strollers&lt;br /&gt;·have much more space for all collections while avoiding use of very low and high shelves&lt;br /&gt;· incorporate environmentally friendly technology at every opportunity&lt;br /&gt;· maximize the natural light&lt;br /&gt;· decrease the sound that travels&lt;br /&gt;· offer more seating/study choices, including conversation spaces&lt;br /&gt;· provide a larger, sound proof children’s programming area&lt;br /&gt;· make it convenient for busy people to use the library (e.g., self-checkout, self check-in,)  Note: wireless will be introduced this year&lt;br /&gt;· improve space for storing/displaying special materials (local history resources; art collections)&lt;br /&gt;·provide more Internet stations&lt;br /&gt;·have a floor plan/signage that makes it easy to find what you need&lt;br /&gt;·install good lighting throughout&lt;br /&gt;·ensure that both the outside and inside ’look’ complement and integrate well with the historic features of the church&lt;br /&gt;&lt;br /&gt;The architect will be considering these ideas and the many other ideas arising from the public surveys, and recent consultation sessions with Town Council, Town Department Heads, community leaders, and the Library Board.&lt;br /&gt;&lt;br /&gt;2.      What are the timelines?  &lt;br /&gt;&lt;br /&gt;As mentioned, there will be a public meeting on June 13th to view and respond to the architects’ conceptual drawings.   After this public meeting, the architects will be bringing the preferred drawings to the Board for their approval.   Drawings approved by the Board and their associated cost estimates will then be presented to Council.  It is expected that this will happen in the early fall.&lt;br /&gt;&lt;br /&gt;For the remainder of 2007 and part of 2008, the architects and staff will be developing and refining the design.  Actual construction is slated to begin mid-2008.   Construction will continue for most of 2009, with the new Georgetown Branch opening in early 2010.&lt;br /&gt;&lt;br /&gt;3.      How can the public participate in this process?&lt;br /&gt;&lt;br /&gt;The public is always welcome to submit suggestions/questions to my attention.  However, I would also recommend that anyone interested come to the public consultation session scheduled for Wednesday, June 13th, Gellert Centre (Kinsmen Hall), 7 p.m.   No pre-registration required.  Everyone is welcome. Where are you expanding?   What areas will be affected in this expansion/renovation?&lt;br /&gt;&lt;br /&gt;In 2006, the Town acquired the property immediately to the south of the Library.  This enabled the Library to consider a significant expansion at the current location.  The existing branch structure and those spaces shared with the Cultural Centre will be extensively renovated and constructed so as to integrate well with the new addition.  Shared spaces with the Cultural Centre include the entrance, the lobby, the public washrooms and the loading dock area.&lt;br /&gt;&lt;br /&gt;2.      Who is doing the design?  What is their background?&lt;br /&gt;&lt;br /&gt;The Halton Hills Public Library Board has contracted with Chamberlain Architect Services Ltd. for design and engineering services.  Chamberlain has considerable experience with public library construction--in the last 10 years, they have built 8 public libraries across Ontario, several of which required the integration of historic buildings.  We are proud to be associated with such a well-regarded architectural firm, which has won three awards for their public library designs. I have started this blog to talk about the Georgetown Branch Renovation and Expansion project as it evolves, and more importantly, to provide an on-line forum for sharing ideas about this new facility.&lt;br /&gt;&lt;br /&gt;I thought I would begin with answers to some frequently asked questions. Feel free to post your own questions, or to add your comments on this project. This is a very exciting time in the long and illustrious history of the Halton Hills Public Library, and we look forward to involving the public in this project as much as possible.&lt;br /&gt;&lt;br /&gt;1. Why do we need to renovate/expand the current Georgetown Branch?&lt;br /&gt;&lt;br /&gt;The Facility/Site Study done in October 2005, revealed many deficiencies in the existing Georgetown Branch. The most critical is the severe shortage of space for the population now served. Using the well established and widely used standard of .6 square feet per capita, the branch should be close to 22,000 square feet, or almost twice the current size. This space shortage will only worsen with the projected population growth. Based on the population projections provided by Halton Region, it is estimated that we will need 33,000 square feet of library space for the Georgetown area by 2021. The planned extension to Georgetown Branch will add almost 14,000 square feet, bringing the total square footage close to 26,000 square feet. Although it may not be enough to address the population in 14 years, it will certainly allow us to house more material, offer a reasonable amount of quiet reading and study space, better meet the demand for Internet stations, and offer adequate space for our programs.&lt;br /&gt;&lt;br /&gt;In addition to the space deficiency, we hope to address ongoing problems with noise containment and infrastructure issues such as poor wiring and ventilation.&lt;br /&gt;&lt;br /&gt;We know that patrons are also supportive of this expansion. In several recent surveys, patrons have confirmed that they simply want more of what we are currently offering, e.g., bigger collections. At this time, we cannot add any more material; our shelves are jam-packed! We can only add to our collections if we have a larger facility.&lt;br /&gt;&lt;br /&gt;2. Is the Halton Hills Public Library busy enough to warrant a new, larger facility?&lt;br /&gt;&lt;br /&gt;Statistics from the last three years indicate that library use has increased dramatically in all areas including borrowing, questions asked and programs attended. Since 2003, circulation has jumped 39%, and attendance at children’s programs has increased 27%. Patrons also come to us for reference service, which is also up 10%. Some of this increase is attributed to growth, but the year-on-year increase in circulation is considerably greater than the annual population increases. This suggests to us that new residents are discovering the many benefits of library service, and longer term residents are using and enjoying the library more.
